Dr. Abraham OWINO the EASI Managing Director holds a PhD in Statistics and has had training and experience in both management and implementation research.  In terms of leadership, management or coordination, he was Team Leader of the Data Audit conducted by Oxford Policy Management (OPM) on the Millennium Challenge Account (MCA) Zambia from July to August 2018. The MCA Zambia Project was an MCC funded Water Infrastructure Project that was being evaluated as it comes to an end. In September to October 2018, he was Data analyst and Deputy Team Leader for the World Bank-funded Impact evaluation of ATAAS a project implemented by the Ministry of Agriculture Animal Industry and Fisheries in partnership with NARO. He was involved in report writing of the final report. He was Statistical Consultant in the Comprehensive audit of price statistics in the Uganda Bureau of Statistics (UBOS) by the Auditor General’s Office 2014/2015. From April 2012 to August 2013, Dr. Owino was Statistical Consultant in the Monitoring & Evaluation section of the Millennium Challenge Account Lesotho, the Implementing Agency for the partnership between the American Government through Millennium Challenge Corporation (MCC) and the Government of the Kingdom of Lesotho.  In this assignment he did lots of report writing, reviewing reports from various sections of the project, made presentations during the dissemination of the findings. He had training by the British Council in interaction Leadership at the Science and Technology Symposium Mbarara Uganda.

In relation to governance, he was Statistical Consultant in the first-ever National Governance Survey conducted by the Uganda Bureau of Statistics (UBOS) in Partnership with Makerere University School of Statistics and Planning with funding from the United Nations Development Programme (UNDP) and German International Cooperation (GIZ). He was also involved in conducting the Data Mapping in preparation of the National governance survey in which various data gaps were identified and incorporated in the data collection exercise.  Dr. Owino with Dr. Wesonga and other authors published two papers on governance and human rights; and assessment of free and fair elections. 

Dr. Owino participated in a training of trainers in “Governance” and “Public Relations and Statistics: Building Bridges between Users and Producers” by InWent Capacity Building International Germany: Centre for Economic, Environmental and Social Statistics, Bonn Germany. He was a trainer in a similar training conducted in Namibia for statisticians from various African countries and another conducted in Ramallah in Palestine and in Uganda. The tasks involved the development of Training materials, developing of the training programme, Managing online training of participants and face to face training. 

Dr. Owino in 2014 to 2016 was a Statistical Consultant in a Consortium for the Assessment of the Agricultural Administrative Records System and its integration in the National Agricultural Statistical Systems for Food and Agriculture Organization (FAO) in collaboration with the Iowa State University (ISU) USA. He was also Statistical Consultant in the Human Resource audit for the Northern Corridor, a research conducted by a Consortium of East African Universities in anticipation of various northern corridor projects in the East African countries of Rwanda, Burindi, Uganda, Kenya and South Sudan.

He had a 5-Month Training in Sample Survey Methodology and Application funded by UNDP at the International Statistical Institute Calcutta India; Dr. Owino has had a long experience in teaching and training in both short and long term courses for both students and adults in survey methodologies including baselines, follow up studies including socio-economic, demographic, governance and other surveys.
